Nearly all of the programs managed by HCD require an environmental review.  Programs may require an annual review, but one review may be sufficient for a multi-year project.  The level of review required is carefully considered for each program or project.  HCD follows the environmental review procedures presented in 24 CFR Part 58.

HCD has established a Memorandum of Agreement (MoA) or Programmatic Agreement (PA) with various local, state, and federal agencies.  These documents outline specific procedures within HCD and/or provide a statement of determination for specific project activities.  At this time, HCD has a MoA or PA with the following agencies:

• Nebraska Games and Parks Commission - MoA 
• Nebraska State Historic Preservation Officer - PA
• United States Fish and Wildlife - MoA

HCD also performs environmental reviews for various non-profit and government agencies throughout Omaha.  This includes Omaha Housing Authority and New Community Development Corporation.
