Reinvestment Area Program (RAP) |

Purpose: To help homeowners east of 72nd Street improve their homes.
RAP funds are used to correct lead-based paint hazards and housing code violations or to make improvements to housing exteriors and other property improvements in owner-occupied homes. RAP will match private funds with loans of up to $20,000.
Work initiated with these funds must be completed within six months of loan closing. If the rehabilitation work passes City inspection, the City loan is forgiven after 36 months.
General requirements for applicants include the following:
- Property must be located east of 72nd Street
- Must occupy the property to be rehabilitated
- Income at or below 80% of the Median Family Income and a debt-to-income ratio of less than 42%, and a housing-to-income ratio of less than 33%
- If Bankruptcy (Chapter 7 or Chapter 13) has been filed, a verifiable form of credit over a two-year period must have been established following the Court’s Order of Discharge. Additional requirements also apply.
- Must not be a City employee
- Must reside in home for 36 months after work is completed or must repay a portion of the grant based on time in residence
