Target Area Program (TAP) Print


“To encourage the rehabilitation of owner-occupied housing east of 72nd Street.”

TAP provides grants to rehabilitate homes in disrepair, and to address the special needs of a household.  Rehabilitation includes the correction of substandard conditions, making essential improvements, and the repair of major systems (for example; roofs, foundation, heating and air conditioning) in danger of failure. 

Special needs include increasing accessibility in homes of disabled persons and the removal of lead-based paint hazards in homes occupied by children under the age of six. 

General requirements for applicants include the following:

  • Property must be located east of 72nd Street
  • Must occupy the property to be rehabilitated
  • Income at or below 80% of the Median Family Income
  • Current on property taxes, student loans, child support payments, and special assessments with no serious credit problems
  • Have a need for at least $1,000 in rehabilitation work and the property must have at least one building code deficiency
  • Must not be a City employee
  • Must reside in home for 36 months after works is completed or must repay a portion of the grant based on time in residence
