Purpose: To provide homeless assistance providers with funding as "a first step in a continuum of assistance to prevent homelessness and to enable the homeless population to move steadily toward independent living. The Emergency Shelter Grant (ESG) is a formula-funded program for allocating funds to eligible jurisdictions (the City of Omaha is one such jurisdiction). Its purpose is to provide funding for shelter operations, essential services, homeless prevention activities and rehabilitation or conversion of buildings into homeless shelters. The City of Omaha issues an annual RFP (request for proposals) -- typically in July -- en route to determining its annual allocation of ESG funds.
