Neighborhood Conservation/Enhancement (NCE) districts are intended to preserve and or enhance existing neighborhoods with physical characteristics not otherwise addressed in the zoning code.
The focus of NCE plan creation at this time is to address neighborhood scale mixed-use commercial centers and corridors established during the historic street car era. NCE districts will help to preserve and protect these unique and distinctive areas from possible incompatible development patterns. They also address current regulations which, in some cases, may prevent compatible future development.

All properties within Omaha are required to meet zoning ordinances. The district plan is intended to “fine tune” these zoning regulations for certain districts to promote development which preserves and enhances the existing character.
